Waxman-Markey Bill

The American Clean Energy & Security Act, ACES, H.R. 2454 – otherwise known as the Waxman-Markey bill – passed the US House of Representatives on 26 June 2009. It is the most important development in climate change policy since the ratification of the Kyoto Protocol and the creation of the EU Emissions Trading Scheme.
